Evaluation of Election Observation and Democracy Support Project

The aim of the EODS is to provide expertise in order to contribute to the consolidation of a consistent methodology for EU Election Observation Missions, in line with relevant international and regional standards for democratic elections; to strengthen EU observers capabilities, through development of a common EU approach to the selection and training of observers and staff involved in election observation missions; to strengthen the election observation capacity and methodology of regional organisations and networks.

The main objectives of the evaluation are to provide the EC and the EEAS with:

  1. an overall independent assessment of the past performance of the EODS project, paying particularly attention to the results of the project against its objectives;
  2. key lessons and recommendations in order to improve future action in relation to three pillars of activity: a) guidelines and methodology assistance for EU EOMs; b) training of EU EOM observers and experts; c) technical assistance and support to domestic observers organisations.
  3. Recommendations on possible other services to be covered under the next support contract following a gaps analysis on the coverage of the current contract.

Study visit to French Institutions: Introduction to the evaluation system of public policies
Under the scope of the EU project “Strengthening the institutional capacity of the House of Representatives in Jordan", Altair Asesores organised a study visit to France from 20 to 23 February 2017. The aim of the visit was to acquaint the Jordanian Delegation, formed by Members of Parliament and staff from the House of Representatives, to the French evaluation system on the implementation of public policies and legislation. To do so, the Delegation assisted to several very fruitful working sessions and seminars in the French Institutions and bodies: the National Assembly, with a special focus on the Committee for the Evaluation and Monitoring of Public Policies, the Senate, the Court of Auditors and France Stratégie, among others. Exchange visit to the Swedish institutions in the framework of the SiCHORJ project in Jordan
In the framework of the "Strengthening the Institutional Capacity of the House of Representatives in Jordan" project a study visit to the Swedish Parliament and other relevant institutions was organized from the 3rd to 6th of April 2017. The visit was aimed at introducing members of the Jordanian delegation to the Swedish experience on gender mainstreaming policies and legislation. In addition, the visit contributed to the exchange of experiences and enhanced the interaction between members of the two parliaments. The study visit was tailored according to the main themes of particular interest to the MPs that are related to the questions of gender mainstreaming in public policies. Thus, the tour included visits to the Swedish Parliament, the Swedish Agency for Public Management, IDEA Organization and Färingsö prison. New project in Dominican Republic to support the Ministry of Public Administration
Altair Asesosres, in consortium with DADA6 and SIPU, has been awarded the Technical assistance for the programme to support public administration reform and public service quality in Dominican Republic. The period of implementation of the contract will be 36 months. The aim of this contract is to provide long and short-term technical assistance, mainly to the Ministry of Public Administration, the entity in charge of the process to reform public administration in the country. Technical assistance shall also be provided to other public institutions involved in the programme (such as the National Institute of Public Administration), the entities prioritised in the programme (such as the Ministry of Interior and Police, and the Attorney-General's Office), training schools of these prioritised entities and the Ministry of Women's Affairs, the entity in charge of gender mainstreaming in public policy.
