AT PARAP II: ALTAIR coordina visita de estudios del INAP de la República Dominicana a centros de formación de funcionarios en España

La visita tuvo lugar entre el 19 y el 28 de noviembre de 2018 y el objetivo de la misma fue permitir a varios integrantes del Instituto Nacional de Administración Pública dominicano, incluida la  directora de la Institución Celenia Vidal, conocer de primera mano el trabajo que realizan varios Institutos Públicos españoles en el ámbito de la gestión de la formación, la formación por competencias y la innovación formativa. El Experto Principal de la AT al PARAP liderada por Altair, Juan Carlos González, fue el responsable de organizar y coordinar la totalidad de la visita y acompañó al grupo durante los encuentros en el país.  

El grupo visitó el Instituto Andaluz de Administración Pública en Sevilla, el Centro de Formación de la Diputación de Alicante y la Fundación CEDDET en Madrid. Del mismo modo, se mantuvo un encuentro con el Instituto de Administración Pública de la capital española. Esta institución, que en la actualidad se encuentra inmersa en un proceso de cambio estructural, trasladó al grupo las principales prioridades de su plan estratégico para el período 2017-2020.

En la parte final de la visita, las responsables del INAP dominicano se trasladaron a Lisboa donde mantuvieron encuentros con la Dirección General de Calificación de Trabajadores Públicos, es decir, el INA portugués.

Una de las acciones clave previstas tras el viaje de estudios en el marco del PARAP II es que el equipo visitante traslade las lecciones aprendidas a otras entidades beneficiarias del programa como son la Policía Nacional, la Procuraduría General de la República o la Escuela Nacional de Migración.

Jordanian Chamber of Deputies Staff Visits the Spanish Parliament
In the framework of the EU Project “Strengthening the Institutional and Administrative capacity of the Chamber of Deputies” a delegation of the Jordanian Parliament participated in a Study Visit to Spanish Parliament and other Spanish Institutions during the week 15-19 December 2014. The main topic of the visit was “Strengthening Jordanian Chamber of Deputies’ capacities to evaluate and manage the national budget, including a gender approach”, so different working sessions and workshops on this subject were held at the Spanish Parliament and other related institutions such as the Spanish Senate, the Ministry of Finance or the National Institute for Gender Issues among others. Participants in the Study Visit were a selection of members of the Jordanian CoD holding high level positions related to the topic tackled during the week. The main objective of the visit was to ensure a high knowledge transfer about Parliament’s procedures and its role on national budget management and approval. Activities of the visiting group included: Working sessions at Spanish Parliament and other Spanish institutions and experts on above-mentioned subject. General Visits to the Spanish Parliament and Senate Assistance to Plenary Sessions of Spanish Parliament, including a Control Session to Spanish Government Talk and debates about each topic and/or other proposed by participants. The Study Visit was coordinated by the ALTAIR's Senior Expert and Clerk of the Spanish Parliament, Mr. Andrés Jiménez, responsible for providing the required technical support during the different working sessions and meetings.

EEM Nigeria! New Framework Contract Awarded to ALTAIR!
The European Union intends to send an election expert mission (EEM) to monitor and assess the political party primaries and voter registration process ahead of the upcoming general elections in Nigeria scheduled to take place on 14 and 28 February 2014. The election expert mission may be followed by further EU observation/assessment activities, subject to the decision of the High Representative/Vice President of the European Union. The primary purpose of the Pre-Election Expert Mission is to collect factual information and undertake analysis of: the political party primaries, candidate nomination, the start of the campaign, voter registration, the work of INEC, any changes to the legal and regulatory framework, and pre-election petitions and offence prosecution. The three experts are expected to build on the work of the recently undertaken Exploratory Mission (ExM) and earlier Election Follow-Up Mission (EFM).
