AT PARAP II: ALTAIR coordina visita de estudios del INAP de la República Dominicana a centros de formación de funcionarios en España

La visita tuvo lugar entre el 19 y el 28 de noviembre de 2018 y el objetivo de la misma fue permitir a varios integrantes del Instituto Nacional de Administración Pública dominicano, incluida la  directora de la Institución Celenia Vidal, conocer de primera mano el trabajo que realizan varios Institutos Públicos españoles en el ámbito de la gestión de la formación, la formación por competencias y la innovación formativa. El Experto Principal de la AT al PARAP liderada por Altair, Juan Carlos González, fue el responsable de organizar y coordinar la totalidad de la visita y acompañó al grupo durante los encuentros en el país.  

El grupo visitó el Instituto Andaluz de Administración Pública en Sevilla, el Centro de Formación de la Diputación de Alicante y la Fundación CEDDET en Madrid. Del mismo modo, se mantuvo un encuentro con el Instituto de Administración Pública de la capital española. Esta institución, que en la actualidad se encuentra inmersa en un proceso de cambio estructural, trasladó al grupo las principales prioridades de su plan estratégico para el período 2017-2020.

En la parte final de la visita, las responsables del INAP dominicano se trasladaron a Lisboa donde mantuvieron encuentros con la Dirección General de Calificación de Trabajadores Públicos, es decir, el INA portugués.

Una de las acciones clave previstas tras el viaje de estudios en el marco del PARAP II es que el equipo visitante traslade las lecciones aprendidas a otras entidades beneficiarias del programa como son la Policía Nacional, la Procuraduría General de la República o la Escuela Nacional de Migración.

Mozambique! New Framework Contract Awarded to ALTAIR!
The overall objective of the general mapping study is to provide the EU and all interested stakeholders with a comprehensive overview of the state of CSOs in Mozambique, including by identifying CSOs' needs to better play a role in the most fruitful areas of interventions/most relevant public policies. This study will also give recommendations for the priorities to be included in the EU country roadmap for engagement with civil society, thus improving CSOs' support strategy in the current programming, and in particular, for the EU 11th EDF.

Conference on EU assistance to the Justice Sector Reform in the Republic of Moldova
Three new EU assistance projects for the justice sector in Moldova were inaugurated on 17/11/2014 during an official conference. The projects will focus on promoting transparency and accountability of the courts system, will support criminal investigation, prosecution and defence (IRZ-CILC-ALTAIR), and will help advance the reforms in the penitentiary, probation and rehabilitation systems. Ambassador Pirkka Tapiola, Head of EU Delegation to Moldova, mentioned during the press-conference: “A better functioning justice sector is fundamental for investor confidence. We expect that the newly launched EU funded Technical Assistance projects will give additional impetus to the implementation of the justice sector reform. A more accountable, transparent and independent justice system will positively impact the daily life of all Moldovans. “It is time to implement major structural reforms in the justice sector." A fourth EU technical assistance project to “Support the coordination of Justice Sector Reform” lead by ALTAR, was inaugurated in June 2013. Altair team in Moldova, was in charge of the co-ordination of the above-mentioned Event, and contributed through its experience to the EU visibility and success of the conference.

New project in Moldova to increase efficiency of the Justice System
IRZ, ALTAIR and the Center for International Legal Cooperation has been awarded a new EU project in Moldova to support the pre-trial investigation, prosecution and the defense set-up. The period of implementation of the contract will be 30 months.The overall objective of the project of which this contract will be a part is ‘to accelerate the sustainable reform of the justice sector in Moldova and to increase the efficiency of the judiciary and other agencies in the justice chain’. The direct beneficiaries are institutions involved in criminal investigation, criminal prosecution, as well as those rendering legal services in the course of criminal procedure: the Prosecutor General’s Office (as leading authority), the General Directorate of Criminal Prosecution and National Inspectorate of Investigations of the General Inspectorate of Police of the Ministry of Interior, the Customs Service, and the National Anti-corruption Centre.  The purposes of this contract are as follows: To contribute to the growth of the efficiency of pre-trial activities of investigation and prosecution and defence particularly in the context of the reforms proposed in the Justice Sector Reform Strategy and Action Plan. To support redefinition of institutional and procedural set-up for the pre-trial stage, resulting in ‘more efficient evidence collection, detection and prosecution of crime’, while ‘respecting human rights and fundamental freedoms’; To contribute to a more effective independent and specialized ‘investigation of ill-treatment and other abuses committed by law enforcement officials; To support the consolidation of capacity of prosecutors, criminal prosecution officers and defence lawyers to ‘perform their work by applying modern and efficient methodologies’.
