ENPI - Technical Assistance for The Component "Rule of Law and Fight Against Crime" Of The Project "Developing National Capability for Security and Stabilisation" / Asistencia Técnica para el Componente "Estado de Derecho y Lucha Contra la Delincuencia" del Proyecto "Desarrollo de la Capacidad Nacional de Seguridad y Estabilización”.

Objective: The overall objective of the Programme "Developing National Capability for Security and Stabilisation" (SSP) of which this contract will be a part is to contribute to the development of a long-term capability of the Lebanese security system to control risk and guarantee the respect of the Rule of Law, thus ensuring greater security for citizens and sustainable stabilization processes for the country.
The specific objective of the SSP Component 11 (Rule of Law and Fight against Crime) for which TA is being mobilised through the present contract is to improve the capability and legitimacy of State institutions and security forces in enforcing the Rule of Law and fighting crime in the full respect of citizens' right and Iiberties. In particular the project aim at:
• Improving the ISF capability to ensure a smooth institutional development of the policing function in order to respond to people's security needs and expectations in a transparent and accountable manner;
• improving coordination among different State institutions (with particular emphasis on the cooperation between security agencies and the Judiciary) in the fight against crime;
• strengthening the Internal Security Forces (ISF)law enforcement capacity /

Objetivo: El objetivo general del Programa "Desarrollo de la Capacidad Nacional para la Seguridad y la Estabilización" (SSP) del que formará parte este contrato es contribuir al desarrollo de una capacidad a largo plazo del sistema de seguridad libanés para controlar el riesgo y garantizar el respeto del Estado de Derecho, asegurando así una mayor seguridad para los ciudadanos y procesos de estabilización sostenibles para el país.
El objetivo específico del componente 11 del PES (Estado de Derecho y lucha contra la delincuencia) para el que se moviliza la AT a través del presente contrato es mejorar la capacidad y la legitimidad de las instituciones estatales y las fuerzas de seguridad en la aplicación del Estado de Derecho y la lucha contra la delincuencia en el pleno respeto de los derechos y las libertades de los ciudadanos. En particular, el proyecto tiene como objetivo
- Mejorar la capacidad de las FSI para garantizar un desarrollo institucional fluido de la función policial con el fin de responder a las necesidades y expectativas de seguridad de la población de forma transparente y responsable;
- mejorar la coordinación entre las diferentes instituciones del Estado (haciendo especial hincapié en la cooperación entre los organismos de seguridad y el poder judicial) en la lucha contra la delincuencia
- reforzar la capacidad de las Fuerzas de Seguridad Interna (FSI) para hacer cumplir la ley.
