Mid-Term Evaluation of the Programme, ‘Improving Reintegration of Returnees in Afghanistan’ / Evaluación Intermedia del Programa de Mejora de la Reintegración de Retornados en Afganistán

Objective: To provide the relevant services of the European Union, the interested stakeholders and the wider public with an overall independent assessment of the past performance of the Programme, ‘Improving Reintegration of Returnees in Afghanistan’, paying particular attention to its intermediate results measured against its expected objectives and the causes underpinning such results, as well as key lessons learned, conclusions and related recommendations in order to improve current and future Actions.
Actions:
• Evaluated the Programme which focuses on supporting the sustainable (re)integration of returnees and
internally displaced persons (IDPs) in Afghanistan and strengthening the migration governance capacities
of the country in order to facilitate the (re)integration process. Provide evidence of the status of the project through results-based objectives but also contribute to accountability, effective decision making, and learning. By analysing these results, and identifying linkages among them, the research team concludes on practical adaptations to the programme until its endline, alongside recommendations to inform the next phase of EU funding.
• Carried out a Phone-based survey in 5 provinces (approx. 800 respondents): provides rapid data on the results of the Programme, ‘Improving Reintegration of Returnees in Afghanistan’. Questions on: 1) Economic wellbeing 2) Social integration and Migration intentions (including aspirations to migrate, and change in intentions.
• During the MTE, the evaluation team focused in the following result areas: Economic wellbeing (primary outcome on livelihoods); Social wellbeing (secondary outcome on social (re)integration); Alternatives to irregular migration and Stakeholder buy-in, coordination, capacity building and partnerships. / Objetivo: Proporcionar a la Unión Europea, las partes interesadas y el público en general una evaluación general independiente del funcionamiento del Programa, ‘Mejora de la reintegración de los retornados en Afganistán’, prestando especial atención a sus resultados intermedios comparados con los objetivos esperados y las causas que sustentan dichos resultados, así como las lecciones aprendidas, las conclusiones y las recomendaciones, con el fin de mejorar el resto de las acciones a futuro.
Acciones:
Evaluación del programa, que se enfoca en apoyar la (re)integración sostenible de retornados y desplazados internos (PDI) en Afganistán y fortalecer las capacidades de gobernanza migratoria del país, para facilitar el proceso de (re)integración. Proporcionar evidencia del estado del proyecto a través de objetivos basados ​​en resultados, pero también contribuir a la rendición de cuentas, la toma de decisiones efectiva y el aprendizaje. A través del análisis de los resultados y la identificación de vínculos entre ellos, el equipo de investigación hace recomendaciones sobre adaptaciones prácticas del programa hasta su final y para informar la próxima fase de la financiación de la UE.
Realización de una encuesta telefónica en cinco provincias (aproximadamente 800 encuestados): esto proporcionó datos sobre los resultados del programa “Mejora de la reintegración de los retornados en Afganistán”. Esta encuesta incluía preguntas sobre bienestar económico, integración social e intenciones migratorias (incluidas las aspiraciones de migrar y cambio de intenciones).
