Altair is seeking a Junior Non-Key Expert in the area of Information and Communications Technology (ICT) to support Serbia in drafting of the relevant subordinate legislation (by-laws) to the existing Law on Health Documentation and Records in order to fully align with requirements of the Directive 2011/24/EU on the application of patients’ rights in cross-border healthcare.

The requested services are:

  1. Provide advice on the implications for the health statistical system of new and emerging health information issues (foreseen by EU acquis);
  2. Provide advice (including example(s) of Member State(s) on designing of national information and communication technology (ICT) system in relation to facilitating of cross-border provision of healthcare in accordance with the Directive,particularly regarding:
  • ICT standards for inclusion in the National Health Information System,
  • ICT standards for data collection and data storage,
  • ICT standards for data linkage,
  • ICT standards for geocoding,
  • ICT standards for data safety and data anonymization,
  • ICT standards for data protection,
  • ICT standards for creating disaster recovery plan.
  1. Provide advice (including example(s) of Member State(s), on interoperability of ICT systems, in order to facilitate cooperation in cross-border healthcare provision, in relation to:
  • mandatory National Minimum Data Sets for Electronic Patient Health Records,
  • mandatory National Minimum Data Sets for Electronic Health Record,
  • data sets specifications for inclusion in the National Health Information System,
  • data reporting (data flow),
  • coding systems, classifications.

Total working days: 40 working days (WDs) in total have been planned for this assignment, equally split between Senior NKE and Junior NKE. Additional number of WDs may be allocated for this ToR, should the needs of target beneficiaries require an extension for the activity areas mentioned in this ToR.

Period of the assignment: November 2016 – (tentatively) February 2017. Two NKEs shall work in parallel to a largest extent possible. Details regarding the most relevant timing of separate or joint missions shall be agreed at a later stage.
Starting day: It is expected that the work will be performed during two or more missions in the period from November 2016 until tentatively, February 2017 and starting, at the earliest, from 28 November 2016 onwards. However, exact starting date will be agreed at the later stage.
Location/Place of assignment: The NKEs have to deliver 100% of the input in Belgrade, Serbia.

Expert Profile

Qualifications and skills

  • An University degree (where an university degree has been awarded on completion of three years study in an university or equivalent institution) in Engineering, IT or similar, relevant to the assignment;
  • Proficiency in English language;
  • Computer literacy (MS Office applications).

General professional experience

  • Minimum 5, preferably 8 years of post-graduate professional experience in the area of ICT

Specific professional experience

  • Proven professional postgraduate experience in developing and/or maintenance ofelectronic information systems
  • Proven professional postgraduate experience in developing and/or maintenance of electronic information systems in the area of public health would be an asset.
